§ 2. Entrepreneurship support infrastructure: concept and essence

Abstract. The current economic situation in Russia, caused by the sanctions of foreign unfriendly states, entails a transformation in the field of entrepreneurship, namely the restructuring of the market, logistics, foreign economic relations, bank settlements, etc. A special role is being played by the participants of economic activity by the demand for a mechanism to support entrepreneurship. To do this, it is necessary to clarify the concept and essence of entrepreneurship support infrastructure, since there is no clarity on this category in doctrine, legislation and law enforcement practice. The purpose of this study is to develop a conceptual concept of infrastructure and entrepreneurship support infrastructure. The study carried out a general theoretical analysis taking into account the foreign and domestic experience of the category “infrastructure”. The elements of the entrepreneurship support infrastructure and the relations that arise between the subjects of the support infrastructure are studied entrepreneurship. The object of the study was social relations arising with the support of entrepreneurship. The subject of the study was the norms of regulatory legal acts regulating the development of entrepreneurship in Russia. The theoretical and methodological basis of the work was made up of the works of foreign and domestic scientists dealing with various aspects of infrastructure, including the infrastructure of entrepreneurship support. The research used general scientific, as well as private and special methods. As a result of the conducted research, the author came to the following conclusions. Infrastructure as an object of legal regulation represents a system of public relations that are formed to serve the industrial and non-industrial sphere by subjects of legal entities and individuals, in order to ensure the vital activity of society, the state and the individual. Entrepreneurship support infrastructure is a system of public relations that develops in the financial, information, consulting, educational and innovative spheres of entrepreneurship support by entities of legal entities and individuals registered in accordance with the established procedure and carrying out activities for the purchase of goods, provision of services and performance of works by concluding civil law contracts.

1. Введение
Прежде чем анализировать инфраструктуру поддержки бизнеса, необходимо рассмотреть в литературе понятие инфраструктур. Без четкого и общепринятого определения инфраструктуры нельзя серьезно проанализировать инфраструктуру поддержки бизнеса.
Инфраструктура в современных условиях выступает тем экономическим базисом, который влияет на развития бизнеса в России. В тоже время инфраструктура существенно влияет на обороноспособность и экономическую безопасностью нашей страны.
2. Теоретические взгляды на понятие «инфраструктура»
В экономической теории первоначально термин «инфраструктура» отсутствовал. Существенную роль играло понятие «капитал»[16].
В научной литературе данный термин, главным образом, используется экономистами.
В словаре иностранных слов инфраструктура представляет собой составные части общего устройства экономической и политической жизни, носящие подчиненный, вспомогательный характер и обеспечивающие нормальную деятельность экономической или политической системы в целом[17].
В 50-е гг. ХХ в. экономист Пауль Розенштейн-Родан выделяет инфраструктуру в отдельное понятие[18].
В 60-е гг. ХХ в. понятие «инфраструктура» уже широко используется в экономической литературе[19].
Здесь необходимо отметить, что до настоящего времени единого понимания в зарубежной и отечественной литературе данный институт не получил.
Одни авторы определяют инфраструктуру как материальные, институциональные и личные средства, включая в содержание инфраструктуры и информацию, доступную предпринимателям[20].
Другие – рассматривают инфраструктуру как материальные средства, но только государственного сектора экономики»[21].
