      Foreword

      Students enroll in California schools speaking languages representing every corner of the globe. Immigrant and U.S.-born, they collectively speak over 100 languages—and 1.2 million of them don’t yet have the English skills needed to adequately comprehend, participate in, and access the educational program without support. The United States has always been a multilingual nation, but the challenge of educating a multilingual student population in an era of high academic standards is a 21st century challenge—shaped significantly by 20th century battles.

      Ever since the 1974 Supreme Court ruled in the Lau v. Nichols case that the English language barrier was an impediment to equal education opportunity for students
